About the state of scientific substantiation creation of laws in ukraine and their influence on quality of forming and realization of public policy in power sphere

Abstract

The article highlights significant terminological defects found in the texts of the Law of Ukraine "On Alternative Energy Sources" and other related laws that negatively affect the quality of the formation and implementation of state policy in the energy sector and significantly impede the development of the oil and gas and exploration industries.
The lack of scientifically substantiated requirements regarding the terms and their definitions in the legislative documents leads to inconsistency and disorder, leads to uncertainty, ambiguity and ambiguity in the understanding and application of legislative requirements.
The laws mentioned in the work do not complement and do not develop each other, but rather duplicate, create conflicts, problems and therefore do not work in practice. Taking into account this conclusion, the Law of Ukraine "On Alternative Energy Sources" and others similar to it is proposed to be replaced by only a few amendments to the Law of Ukraine "On Energy Saving". To do this, you must first clearly define the term "conventional energy sources" and only then will there be grounds for scientific substantiation of the second fundamental term, "alternative energy sources", which may be an alternative to "conventional energy sources."
Involving a wide range of specialists in discussing and working out the ways of the actual influence of the scientific community on the process of improving law-making in the energy sector of Ukraine should be the main topic of professional scientific conferences
